Brown prepares to set out agenda


Mr Brown broke with tradition by announcing some bills early

Gordon Brown's priorities as prime minister will be set out in the next hour in his first Queen's Speech.

Bills on counter-terrorism, education, immigration and housing are due to be in the legislative programme.

In July Mr Brown broke with tradition by outlining 23 bills before the Queen formally unveils them at the State Opening of Parliament.

Guests, many in colourful ceremonial dress, are taking their places, ahead of the Queen's arrival by State Coach.

Mr Brown will be seeking to regain the political initiative after his decision not to call an autumn election.

The Queen's Speech is normally one of the big events of the Parliamentary year with its roll out of the government's plans, but its significance has been diluted as much of the content has already been announced by the prime minister.

Mr Brown is expected to repeat pledges to build 3m homes by 2020 in an effort to tackle the shortage of affordable housing and allow more people to get on the housing ladder.
